In Regulation (EC) No1774/2002, the European Parliament and the Council laid down European Community health rules concerning animal by-products not intended for human

 

consumption. Based on scientific advice and as an action under the European Commission White Paper of 12 January 2000 on Food Safety, that Regulation introduced a set of rules aimed at protecting the safety of the food and feed chain, which is complementary to EU legislation on food and feed.

 

Those rules have significantly improved the level of protection in the European Community against the risks posed by animal by-products.

 

 

New technologies however have widened the possible use of animal by-products or derived products to a large number of productive sectors, for exemple for the generation of energy.

 

However, the use of those new technologies might pose health risks that must also be minimised.

 

European Community health rules for collection, transport, handling, treatment, transformation, processing, storage, placing on the market, distribution, import, transit and export, use or disposal of animal by-products has therefore been laid down in a new coherent and comprehensive framework published on 14.11.2009. This new Regulation shall apply from 4 March 2011 and Regulation (EC) No1774/2002 shall be repealed with effect from March 2011.

 

 

 

In order to improve coherence and clarity of EU legislation, the technical rules concerning specific operations involving animal by-products and transit and import rules which are currently laid down in the Annexes to Regulation (EC) No 774/2002, as well as in implementing measures adopted by the European Commission on the basis of that Regulation will be laid down in new separate implementing acts.

 

At this moment the European Commission together with the EU Member States is working on such acts.

 

As soon as these acts will be published all the Vetimpleg chapters under 3c Products not for human consumption (NHC) will be modified accordingly.

 

In the meantime Vetimpleg Chapter 7.1  New developments for (live) products of animal origin, has been extended with information on the new Regulation. The Regulation itself is available in Vetimpleg Chapter 10 Legislation.
